The Matthew Project: Supporting Young People With Substance Misuse

We provided bid management and support for The Matthew Project for Children and Young Peoples Substance Misuse and Affected Others services in Norfolk.

The client and their challenge

In 2023 The Matthew Project’s (TMP) core contract to deliver a Children and Young People’s substance misuse service was up for renewal. As incumbent, The Matthew Project sought Baxendale’s support to help retain the contract and provide constructive challenge and support to strengthen their existing service.

The solution

TMP identified new areas within the specification and successfully re-designed their service model to fit the Thrive framework, using Baxendale’s support to test its viability and logic. We provided advice and guidance to the TMP team to ensure the new service model met the specification whilst building in flexibility. We also supported the team to elevate an already existing role within the current service focused on co-production. This ensured this was a key feature in the new service as it was vital in ensuring the voice of Children and Young People was not only heard but influenced the service.

The TMP team had extensive experience of delivering the service for 9 years, in-depth local knowledge and strong partnerships. Using this information and the competitor analysis carried out by the internal TMP team we helped them to understand where they differentiate from competitors. We identified their win themes, ensuring these were included throughout the bid to strengthen their response.

Baxendale led the bid writing process and conducted meetings with subject matter experts within TMP to inform answers and gain clarification. Our team of experienced bid writers were able to build strong relationships with the TMP team, acting as an extension of their team which enabled us to understand their service and produce coherent responses that covered all elements of the specification. Baxendale leading on bid writing enabled the TMP team to gain experience of how the tendering process works whilst continuing to deliver their vital services. To keep pace, we attended weekly check-in meetings with the team where we checked progress against agreed timelines, provided advice and guidance on how to deal with commissioners and submitted appropriate clarification questions.

The outcome

TMP were successful in securing the bid which was critical in ensuring they were able to continue to deliver positive outcomes for Children and Young people across Norfolk.
